More cracks in the eurozone despite likely deal for Greece

By Adrian Michaels and Bruno Waterfield 930AM GMT fourteen March 2010

But the understanding is usually a thin veneer over permanent disagreements about how to run the European Union, and Brussels is about to enter upon on an additional spin of deleterious inner discuss that will serve area it from the bloc"s 500 million citizens.

Greece is the weakest but not the usually piece of of the 16-country eurozone in low trouble. It contingency steal over 50 billion euros on the general markets this year or else it could go bust. The alternative countries that make use of the euro, led by Germany and France, are expected to contend that their in isolation banks will pledge to assistance confront those financing needs should peaceful investors spin out to be in short supply. That, associated to a large spin of spending cuts inside Greece written to revoke the bill deficit, should be sufficient to ease markets and brace the situation.

Recovering from the brush fires in Australia Trichet is bounced in to counterclaim of the euro Bulgarian highlight exam for the Balkans Lions 2009 Brian ODriscoll out of third Test Why Ireland is primed to retreat the Lisbon Treaty opinion

It won"t stop Greeks from rioting, however. Just as in the UK, US and everywhere else, typical workers can"t see since they have to swallow compensate cuts, taxation rises and cuts in services as a outcome of amateurish politicians and untrue bankers. Greece"s insubordinate government, not prolonged ago elected, is pang from inner gainsay at the cost to be paid for outward help. The necessity is some-more than 4 times higher than eurozone manners allow, but shortening it could be a dangerous routine in a nation tormented by amicable disturbance and that was underneath troops order as not prolonged ago as the 1970s.

As for the rest of the eurozone and the European Union, the big beasts of the continent - the UK, France and Germany - have never seen eye to eye on the turn of mercantile slip and domestic division they would aspect from Brussels. It was hoped that the thoroughfare of the Lisbon Treaty, the reforms of the EU"s manners and institutions usually enacted after majority pain, would still that discuss and finish inner wrangling for a decade.

Instead, Greece"s problems, and those nonetheless to be played out in full in Spain, Portugal, Ireland and elsewhere, have unprotected the disorderly and unsound compromises concluded for the co-ordination of vastly manifold economies. It hasn"t worked; a new horizon is required.

Britain, out of the eurozone and expected to equivocate a approach purpose in the Greek solution, cannot censor from the renewed discuss on institutional reform. The large commission of the race against even to membership of the EU will again put vigour on a newly-elected (and probably Conservative) supervision to hold a referendum on the subject.

The Conservative leadership, that thought it had buried the theme for a whilst at least, will do the majority appropriate to hide. The European Commission as well will try to order reforms that it says do not need a new covenant in between piece of states, and as a result could shorten the arguments. These will concentration on some-more severe mercantile slip and checking of census data (Greece lied about the state of the financial management for years), and a pull for the restructuring of piece of economies. Brussels, underneath direction from EU eurozone financial ministers, will breeze "a European horizon for mutual assistance" that will be total with proposals for "reinforced mercantile process co-ordination". That will confront insurgency from France, that resists any larger division from sovereign mercantile mandarins, and probably in Germany"s inherent court, that competence take the perspective that even these changes crack the country"s constitution.

In any case, such waste reforms will not be great sufficient for Germany, the continent"s largest economy, the majority well-off and the majority at risk of being asked to keep profitable for the partners" bad housekeeping. Angela Merkel, the chancellor, has seen her station drop dramatically in annoy of not prolonged ago winning an choosing - and this is in piece a thoughtfulness of the low annoy between typical Germans at carrying to compensate for Greece"s shortcomings.

Wolfgang Shauble, her financial minister, has been the majority assertive so far in suggesting a all new understanding for the euro, and Mrs Merkel has pronounced that a new covenant competence be required.

The wheelchair-bound Mr Schauble, 67, is an doubtful revolutionary. He is the Protestant son of a regressive statesman who worked initial as a franchised accountant and after survived an gangland slaying try by a crazy competition roughly twenty years ago during an choosing rally.

But his offer for a European Monetary Fund went off similar to a small explosve underneath the masquerade of togetherness that has stable the European singular banking given it came in to life in Jan 1999. He pronounced he would "present proposals soon" for a new eurozone establishment with "comparable powers of intervention" to the Washington-based International Monetary Fund.

"We"re not formulation an establishment that would contest with the IMF, but for the inner fortitude of the eurozone, we need an establishment that has the experience and energy of the IMF," Mr Schauble said. He certified what everybody had concurred to illustrate far usually in private, that the EMF was indispensable since financial kinship was "still incomplete".

Over the following days, Mr Schauble and alternative supporters of the plan solemnly elaborated on what it would meant - and with each new item came a new objection. For a nation to be aided by a new EMF, Mr Schauble declared, "Strict conditions and a restricted cost tab contingency be trustworthy so that assist is usually drawn in the box of emergencies that benefaction a hazard to the financial fortitude of the total euro area."

More followed. "This outcome should be serve reinforced by incompatible the nation endangered from the decision-making process; assist contingency be the last resort."

The thought that Athens should have no impasse in environment the conditions for any EMF loan to Greece was frequency song to the Greek government"s ears - nor to any alternative eurozone piece of that competence run in to trouble. But in the idealisation countenance of German annoy at the hazard to the euro from the poise of countries similar to Greece, Mr Schauble went even further.

Not usually would an additional Greece be nude of mercantile and mercantile sovereignty, should it come top in hand, but it could face the idealisation chagrin of being kicked out of the euro club. "Should a eurozone piece of in conclusion find itself incompetent to connect the budgets or revive the competitiveness, this nation should, as a last resort, exit the financial kinship whilst being means to sojourn a piece of of the EU," he said.

So seventeen years after the Treaty of Maastricht that combined Economic and Monetary Union, Germany was meditative the inconceivable how to pitch countries out.

France has so far been cool on the thought of an EMF. Paris has prolonged upheld larger carry out over process on the euro by heads of government, giving politicians some-more event to happen with the banking and seductiveness rates, but that is not the same as beefing up the powers and slip of the European Central Bank - effectively the inheritor to the German Bundesbank.

After the Greek understanding is voiced then, it certainly will not be prolonged prior to France weighs in on Mr Schauble"s plan, and afterwards fundamentally David Cameron, if he is British budding minister, and others will be forced to take a view.

Olli Rehn, the before footballing Finn who is the EU"s mercantile and financial affairs commissioner, pronounced this week end "The euro is not usually a financial agreement but a core domestic plan of the European Union... in that clarity we are at a crossroads." But it has been reached usually as Europe"s leaders were anticipating to play ground the car and suffer the scenery.

The success of Lloyds takeover rests on his capability to put together a understanding excusable to the clubs creditors former owners Sacha Gaydamak, stream owners Balram Chainrai and Her Majestys Revenues and Customs.

Mary Portas has a new fight: fashion for the over-40s

By Clare Coulson 700AM GMT fourteen March 2010

It is a Thursday sunrise in M&S"s flagship Marble Arch store and Annie Cooper, an M&S unchanging in her fifties, is flicking by a rail of the store"s Portfolio line. There are silky prints in Quality Street colours (purple, mount and stately blue), wide-legged trousers with an unappealing glaze and gathered, above-the-knee printed skirts. "There"s not majority here I would wish to wear," sighs Cooper. "The colours feel frumpy. Where are the classical pieces? Isn"t that what majority women my age want?"

Launched last open and directed at "women in their mid-forties and over", Portfolio is standard of the garments that the British high travel serves up to women who have upheld 40, and assumingly upheld on fashion, too.

A requiem for Alexander McQueen Shop! Mary Portas at National Geographic Mary Portas reviews Miss Selfridge, Oxford Street, London W1 Do the gift shops need tidying up? Shop! Mary Portas reviews TM Lewin, Jermyn Street, London SW1 Mary Portas reviews Uniqlo, Oxford Street, London

Admittedly, it"s not all bad; there are a couple of some-more earnest pieces such as slinky, fine-knit cardigans, Breton-stripe tees and flattering blouses (without the ornate prints), but there"s zero with the frail sportiness of the tux or cropped grosgrain jackets subsequent doorway in the Autograph section.

Designing for the comparison marketplace seems devilishly tough for the British high travel to undiluted as majority women in their forties, fifties and sixties can attest.

It"s a theme close to the heart of Mary Portas. "If I was put in carry out of John Lewis, there is not a lot I would change," wrote thecolumnist and sell guru progressing this week. "The one area I would see in to would be fashion. I honestly think they have an event to take conform for 40-plus women to a new level; it is a marketplace still under-served on the high street."

It is a predicament that has desirous her subsequent series, that will air on Channel 4 this autumn, in that she will examine since British conform fails scrupulously to recognize women in their forties, fifties and beyond. "At the impulse in fashion, girl represents sex appeal, and the conform industry and the media are obliged for this. We need to change perceptions."

"It"s about conform that"s age-appropriate that can additionally be glamorous and sexy," says Portas, who, as piece of her new series, will open a emporium that will in essence reinvent how conform is sole to comparison women. "Even if businesses do support for comparison women, they don"t wish to show it. I wish to plea that. There are so majority women who don"t wish to be sole garments by a size-8, 18-year-old emporium assistant. These are the majority absolute and successful consumers, so since aren"t they being served?"

According to Mintel, UK women elderly in between 50 and 69 buy some-more engineer conform and oppulance products than any alternative group, whilst the over-55s additionally carry out about 80 per cent of the country"s resources a pot that is estimated to grow to 6.4 billion by 2014. For those women with disposable income, it"s frustrating when the high travel doesn"t deliver.

"Women over 40 are only entrance in to their power. They have income and they see after themselves, too," says fortysomething Caroline Evans, who once worked in conform sell and right away runs a oppulance accessories line, Moncrief. "I have friends who are in their forties but skirt as though they are in their twenties. I don"t wish to obey that I wish to be fanciful and elegant."

Evans adapts majority of the pieces that she buys, utilizing a tailor to redo the cuts or reshape pieces. "There are garments out there, but they are not on the high street," says Evans. "Where is the extraordinary tailoring, pleasing fabrics, comely jackets? Where are the unequivocally good, multi-functioning pieces?"

For majority women, the cut and peculiarity of garments is key. "The fit needs to be opposite for comparison women," says Lorna Donovan, who is in her fifties and lives in Cheshire. "I"m not fat I"m a distance twelve but a immature lady has spare arms, whilst an comparison woman"s arms are bigger. Occasionally, I buy from the high street, but majority of the time I emporium at boutiques since I get a improved cut and the fabrics are better, too."

Susie Forbes, the stylish editor of Easy Living magazine, agrees "I think that, as well often, it is the peculiarity of high-street garments not the character that fails the some-more grown up customer. When you are young, garments are all about character over quality, but as you get comparison and your physique figure changes, that all goes in to reverse."

Aside from fit, the alternate form of women over 40 can upset retailers, too. "There"s a bias that, over 40, you get some-more regressive and grown-up, and I"m not certain that"s true," says Brenda Polan, executive of programmes (media) at the London College of Fashion. "One of the problems with the shops that think they support for the over-40s is that they are really lifeless not classic, only dull."

Polan is austere that there are great garments out there, but admits that infrequently it"s tough to find them.

But, as Portas asks, since aren"t retailers seemingly promotion their things to the right consumers? Sandra Halliday, tellurian handling executive of the trend-forecasting group WGSN, says that retailers are charity copiousness of garments for women over 40 on the high street, but the summary retailers are raised can be really confused. "There"s an picture problem," she says. "Either shops appear as well young, or they publicize the actuality that they are a end for prime women, that is similarly off-putting."

Halliday says that a little retailers try really tough to scold this, citing M&S"s multi-generational ads. "It"s a absolute e.g. of a tradesman observant this is for you and for your daughter."

However, a little retailers are creation strides. Stores such as Banana Republic and Cos the cool off-shoot of H&M have filled a opening in the marketplace for well-cut pieces that are select but not as well young.

Wallis right away collaborates with Yasmin Le Bon, who is 45, producing collections that are both superb and alluringly ageless. "We couldn"t means to omit these women we wouldn"t have a business," says Anne Secunda, code executive for Wallis. "But I hold it"s about perspective not age now. Women in their fifties and sixties wish to see select and sexy."

Jane Shepherdson, the lady at the back of the rebirth of Whistles, agrees. "There are a little things that do change as you get comparison may be your hemlines come down a bit but I think it is about confidence, too. We outlay a lot of time in stores articulate about how things would be ragged and put together. We have mothers and daughters who emporium together, but they would wear things in a opposite way."

The idealisation change will certainly come from designers rather than retailers. After what seems similar to roughly a decade of the general catwalks being dominated by bubbly beverage dresses and super-sexy party-wear, designers are eventually waking up to the genuine day-to-day needs of women. The new turn of autumn/winter shows was packed with garments that all ages of women could wear, from neat trouser suits and superb dresses to pleasing outerwear and athletic basics.

Why is this function now? The retrogression has done oppulance labels recur their approach, and well-designed classics are sure-fire winners when women have less money.

But the change in mood can additionally be laid at the doorway of Cline"s Phoebe Philo.

In reviving the French oppulance house, Philo one of the industry"s majority successful players has put pleasing classics at the heart of her pattern philosophy. Her designs for Cline are out of reach for majority women, but Philo"s change guarantees that shortly her cultured will be trickling down on a high travel nearby you.

Caroline Quentin interview: Young at heart

By Daphne Lockyer 700AM GMT fourteen Mar 2010

Despite branch 50 this year, Caroline Quentin is mostly happiest in the association of teenagers. On the sunrise of the interview, for example, she has been carrying a content review with her prime 18-year-old, Lucy Dryzek, who plays her stepdaughter, Katy, in the returning sitcom, Life of Riley.

"I similar to to stay in hold with all the kids I work with, and on my last 3 shows Ive played the mom of teenagers, so theres a flourishing rope of them," she says over lunch in Soho. ("I love entrance up to London - the a possibility to get the lippy on.")

Ways with Words well read legal holiday at Dartington Hall Im as well immature for kissing, but I know how it feels to have a vanquish Last night on radio Victorian Farm (BBC2) - Life of Riley (BBC1) Bionic Commando speak with bard Ben Judd 2009 informative planner

"Teenagers get a bad press, but privately Im a fan," she continues. "On set, I regularly ride to them since they have me giggle and I love the uninformed approach they see at the world. They take caring of me during filming but theyre additionally unequivocally hideous to me. It"s a shining combination."

We are on the theme of teenagers partly since Quentin is reprising her purpose as Maddy Riley, the mama of a modern, mixed-up family that includes not usually a ten-year-old son from a initial matrimony and a baby from her new husband, but additionally dual chippy, girl stepchildren.

More impending still is a joining that the singer not long ago done to the Terence Higgins Trust, a gift that she has been a enthusiast of for the last 6 years, to lift recognition about intimately transmitted diseases with todays teenagers.

Quentin, herself a mom of dual pre-teen immature kids Emily, 10, and Will, six, is overtly perturbed by the census data nonetheless 16- to 24-year-olds have up usually twelve per cent of the population, they comment for over 50 per cent of all new STIs. Moreover, one in ten teenagers is right afar influenced by Chlamydia.

"We all need to speak about STIs since the annoyance is not assisting the kids. We need to learn them about passionate health in a unequivocally pro-active approach so they can have sensitive choices about how to equivocate diseases. Our childrens health and, sometimes, even their lives rely on it."

Quentins comments are timely. Last week the Commons voted in foster of Ed Balls argumentative legislative addition to the check on sex education. The move, that will concede conviction schools to learn the contribution of hold up in a approach that "accommodates their eremite character" is seen by majority as a watering down of sex education, precisely at a time when, if anything, it needs beefing up.

"But, of course, where sex preparation unequivocally starts is at home. Its an ongoing review that relatives and immature kids need to have, and it needs to begin prior to immature kids are intimately active. It seems silly to me that you can see at immature kids that you love with all your heart and not be means to residence the actuality that you dont wish them to get Chlamydia, that will have them desolate if left untreated; you dont wish them to get herpes or AIDS, that are incorrigible diseases. If I plan in to the destiny afterwards yes, I wish my immature kids to humour their sex lives when the time comes and not be in fear. But I additionally wish afterwards to be in control. That, for me, is unequivocally the outgrowth of this debate."

It is a theme that warrants vicious discussion, nonetheless Quentin - the famously droll star of shows such as Men Behaving Badly, Jonathan Creek and Kiss Me Kate is additionally happy to strap the energy of humerous entertainment to get her summary across.

"Ill be vocalization to Georgia Pritchett, the bard of Life of Riley, to ask if she can digest a little scenes about this theme for the subsequent series. The belligerent work is already there. In this series, for example, stepson Danny is experiencing a little kind of complaint and, not to put as well excellent a point on it, Maddy is wondering if the something to do with his penis," she laughs. "But shes so utterly unqualified of fixing things that she ends up asking him if all is ok "down there. The bad child wonders if shes articulate about the basement, or even Australia. Yes, it will have people laugh, but also, hopefully, it will show the extravagance of the situation."

Quentin and her husband, Sam Farmer have a process of honesty with their children. "Its somewhat as well early to have the STI review but at your convenience sex has come up we speak positively obviously about what happens utilizing correct names for physique parts. A penis is a penis, a vagina is a vagina, and that creates hold up a lot simpler since there are no smutty connotations or pragmatic wrongness.

"I assimilate that for a little people the a big step to contend vagina to a five-year-old. Theyd rather say, "noonie or whatever. But I think it sets up a lot of problems if you speak to your kids about sex in a little kind of code. Would they come to you if the misfortune were to occur after in their lives - or would annoyance mount in the way?"

Quentin, then, is not hidebound by the common conventions. Notably, she is unequivocally happily tied together to a man who usually happens to be twelve years her junior. Being unequivocally majority in direct as an singer - utterly when it comes to those "everywoman purposes - Quentin utterly happily hands over the shortcoming of childcare to her husband.

"I couldnt have had this career but Sam," she says. "And the a set-up that functions brilliantly for all of us. Yes, there are times when my kids can tumble in to those stereotypical responses, involving the common angel story in that theres a king and princess and hes taller and comparison and is the one who goes out to work. But I think the regularly value reminding immature kids that that epoch has kind of gone, and that genuine hold up is forever some-more engaging and full of possibilities. And I think it helps that my immature kids are flourishing up with that e.g. right in front of them because, hopefully, theyll be a lot some-more open and usurpation as adults."

The family live in Tiverton, Devon, where they own a farmhouse and 35 acres of land. Raised herself in suburban Surrey, she considers her immature kids absolved to be flourishing up with so majority space. They have a menagerie of pets together with 4 dogs, 4 cats and a tortoise, and grow majority of their own ripened offspring and vegetables. The family lift their own meat, too.

"We have 50 chickens who arent laying majority at the impulse since the been as well cold, and we keep about 40 sheep on the land for a internal farmer. On tip of that we have dual Berkshire pigs that will be going to massacre in a integrate of weeks. I was things oneself them this sunrise and Im pitiable since I try not to see them in the eye. Sam, on the pick hand, strokes them and scratches them at the back of the ears. But I unequivocally cant go down that avenue. If I treated with colour the animals as pets marry never kill anything."

She describes her attribute with Farmer as "One god like cadence of luck. Theres no mathematical reason for it, zero crafty that I did solely that when I met him I thought immediately, "Ah, there you are. And opportunely he thought the same. Every year, it seems to us, the attribute gets stronger."

They met on the set of Men Behaving Badly whilst Caroline was still recuperating from her divorce from the mount up comic Paul Merton. She was a timeless star, he was a squalid runner. Much was done of their age difference. "But the opening has never mattered remotely to presumably of us, or to any one who knows us. Sometimes Im the grown-up, infrequently he is. We maintain each pick at opposite times. And the comparison we get the less it seems to matter. Yes, Im scarcely 50. But ruin be 40 in a integrate of years too, so conjunction of us is a open chicken."

She says shes of an age when majority of her close friends marriages are descending apart. "Around 50 seems to be a vicious time. Maybe the afterwards that you realize that hold up is shorter than you once thought, and there are things you feel youve longed for out on. But carrying been by a divorce once myself I know that it is the majority awful, unfortunate time that a chairman can presumably go through. And I additionally know that the weed is usually as immature as you have it. For me, a destiny but Sam in it is usually something that never, ever crosses my mind. I regularly fun with him that hes never removing afar from me. Im low but Im not stupid," she laughs.

Quentin is confronting the awaiting of her 50th birthday in Jul with great equanimity, as well - throwing dual parties, one in Devon, the pick in London. "Im really, unequivocally seeking brazen to it. Reaching 50 is a reason for great celebration, if you ask me, since we all know people at this theatre who havent done it. In the end, the so majority improved than the alternative."

In the strength Quentin is fresh-faced and, interjection to all that nation air, looks majority younger than someone about to spin 50. Physically, she is in great shape, too, leaner and fitter than at any time in her youth. She right afar kick-boxes and functions out on what she calls "a big rolly round thing".

"My proclivity is carrying dual immature immature kids who I wish to be means to run up mountainous country with and not mount breathing at the bottom. Most of all I wish to be around to see my kids grow up. Nothing counts some-more to me."

Unlike majority parents, she actively looks brazen to her childrens teenage years. "I had my immature kids after than majority women and maybe thats because Ive savoured each impulse of their lives and desired each theatre of their flourishing up. I dont think the teenage years will be any different.

"Yes, Im certain all the formidable things is coming. Ill be concerned about drug and drink, humour over hideous boyfriends and pale girlfriends, and tatter that theyre protected in each area of their lives. But what I overtly hold is that as a family we will regularly be utterly open with each other; we will regularly love the kids no have a difference what; we will regularly be means to giggle at things; and we will regularly be means to speak honestly. I think well probably get by it."

With Quentin, you feel there is no "probably about it.
